The duties of an Assessor are to Discover, List and Value property.  The Assessor creates a Grand List of real and personal property owned and located in the town of Willington as of October 1st each year.  The goal of the Assessor is to compile a Grand List that is fair and equitable to all property owners in the town of Willington.  All property located within the town of Willington is assessed in accordance with applicable law so that every property owner bears an appropriate share of the total property tax burden. 

All property is assessed at 70% of its value, in accordance with of CGS 12-62a(b), 12-63 and 12-71.  Motor vehicle and other types of personal property are valued annually, while real property values are updated every five years, at the time of general revaluation.  The Assessor is also responsible for reviewing and approving various forms of property tax relief. 

The result is the Grand List a record of all the taxable and tax-exempt property.  The Grand List of taxable property is used by some state agencies to allocate grants and aid programs to municipalities

Real property includes land and improvements that are permanently attached to land.

Personal property is all property not classified as real property.  This includes, but is not limited to machinery, equipment, furniture, fixtures and registered and non-registered motor vehicles. Personal property owned by business enterprises and certain personal property owned by residents (such as horses and un-registered snowmobiles) is taxable in Connecticut.
