New Business
PZC-19-2 Special Permit & Site Plan renewal at River Road Owner/Applicant: Desiato Sand & Gravel
Phil Desiato was present and said the existing plan is still a valid plan. He said material is only removed from the site in July and August and then it is processed in Mansfield. Mr. Desiato presented pictures of the site to the Commission. R. Belair asked if he stores materials from other locations and he said he does not; there is more storage in Mansfield.
A. Marco suggested a permit for more than 1 year due to low activity on the site. He asked the applicant to submit a letter stating what is there and how much is taken out. Mr. Desiato said he put the amount of yards taken out on the permit but will also submit a letter for the file.
A. Marco motioned to renew the Special Permit for 3 years with condition a letter is submitted by the applicant for the file. W. Parsell seconded the motion. All in favor.

Staff Report
Burial of Construction Debris in Residential Zones
A discussion was held on adding a question to the Permitting System on crumbling foundations. M. D’Amato gave a presentation of what it would look like online. When applying for a permit for a crumbling foundation project, the applicant would fill out an Onsite Foundation Burial Notification Form. The applicant would be required to attach a site plan showing the location of the burial; this plan could be hand drawn. This addition would be at no cost to the applicant and for collection purposes only. M. D’Amato said they could tweak it accordingly as they go along.
R. Belair said he has pictures to show the Commission of the first house in Tolland to have their foundation replaced. He said the pile on the site was huge and if the house was sold, the new buyer would be shocked to find this buried in their yard. R. Belair has another picture of a house on Village Hill Road where the builder crushed the foundation. He said the pile is 8 feet high, 20 feet long and is still sitting there.
R. Belair said the foundation he had to replace had steel rebar sticking out and it could be a DEEP violation if buried. He asked to have a notification regarding this added to the permitting system.
Christina Mailhos asked if they could ask where the crumbling foundation is going if they are taking it off site. M. D’Amato said they really can’t ask the question on things they cannot regulate.
M. D’Amato said this addition to ViewPermit will help with tracking the permits that come in and then they can look at the information captured in a year.
