Meeting Minutes

D. Schreiber called meeting to order at 7:30.
New Business
W2018-18 Application to build 26’X36’ dock on Bissionette Pond in the wetland at 40 Balazs Road (Map 44 Lot 012 R80) Owner/Applicant: Jillian & Ethan Griswold (Received December 10, 2018 Public Hearing or Decision by January 28, 2018)
D. Schreiber said the applicant would like to build on association property but does not own the land. M. D’Amato said there is an easement on the property but he does not know what that allows them to do. He questioned whether the applicant has authority to conduct work on land they do not control. A discussion was held on the easement and whether or not the water body is regulated by the state. D. Schreiber questioned the status of the dam and if Fisheries should also be involved.
The Commission agreed they need more detail on the dock and the construction. They would like the applicant to have representation at the next meeting. As requested by the Commission, M. D’Amato will send a letter requesting the following information; sequence of construction and equipment to be used, impact on the site, detail on the anchors/footings, what authority does this fall under to use common property and does the applicant have approval from the association.
The application was table to the next meeting.

P. Lord motioned to approve the minutes of 11/26/18 and M. Drobney seconded the motion. All in favor.

Staff Report and Discussion
Discussion on the meeting with DEEP Forestry regarding Town of Willington’s adopted Forest Practice Regulations.
M. D’Amato said the Forestry Regulations are still in review by DEEP. A discussion was held on DEEP’s timeframe and M. D’Amato said nothing is binding.
A discussion was held on the correspondence submitted at the previous meeting regarding the work to be done on the Roaring Brook Bridge by DEEP. P. Lord asked Staff to look back and see the questions Fisheries asked when Love’s Travel Stop was approved. M. D’Amato said he will look into it and also follow up with DEEP via phone.
Approval of 2019 Meeting Dates
A discussion was held on holding one or two meetings a month taking into account the amount of applications the IWWC receives. M. D’Amato said he thinks one meeting a month would suffice with adding an additional Special Meeting as needed. He said Special Meetings require 24 hours’ notice and believes this would be better than continually canceling meetings. The Commission agreed.
M. Drobney motioned to accept the meeting dates as proposed. P. Lord seconded the motion. All in favor.
